Property Tax Reduction
Professional, evidence-based appraisals to help you challenge county assessments and reduce your property tax burden.
A property tax appeal appraisal is an independent, certified appraisal that establishes a supported opinion of your property's market value so you can submit it as evidence when challenging a county assessment. County assessors use mass-appraisal methods and cannot physically inspect every home, so assessments can sometimes differ from a property's actual market value. An independent appraisal gives the assessor or appeal board documented, comparable-sale-based evidence to consider. At SC Real Estate Appraisals, we provide the appraisal report, we do not file the appeal, represent you, or decide the outcome.
Understanding a few terms helps you see where an appraisal fits. Market value, assessed value, and your final tax bill are not the same thing, and a higher bill does not always mean the assessor's market value is too high.
| Term | What it means |
|---|---|
| Market value | What the property would likely sell for on the open market. This is what an independent appraisal establishes. |
| Assessed value | Market value multiplied by an assessment ratio set in state law. In South Carolina a primary legal residence is generally assessed at a lower ratio than other residential or commercial property, so assessed value is only a fraction of market value. |
| Taxable value | Assessed value after any exemptions, caps, or credits are applied. |
| Tax bill | Taxable value multiplied by the millage rate set by your local taxing entities. A bill can rise because of a rate change, a lost exemption, or reassessment, not only because market value increased. |
Because of assessment ratios, exemptions, and millage rates, you cannot estimate your tax savings by simply multiplying a possible market-value reduction by your tax rate. How a change in market value flows through to your bill depends on your jurisdiction and your property's classification. Your county assessor can explain how your specific assessment is calculated.
An appraisal is most useful when you believe the assessor's estimated market value is higher than the property's actual market value as of the applicable reassessment date. It is one form of evidence; in some cases other evidence, such as recent comparable sales data, proof of a factual error in the assessor's records, or an assessment-equity argument, may be more appropriate. A market value appraisal does not resolve every type of dispute. Issues involving exemptions, classification, assessment equity, or clerical errors are separate from a market-value question and may need to be raised differently with the assessor.
We focus on residential properties, single-family homes, condominiums and townhomes, multi-unit residential, and vacant land. If your assignment involves a property type outside that scope, let us know and we will advise whether we can help or refer you to a qualified specialist.
South Carolina law requires counties to reassess real property on a five-year cycle, so an assessment generally reflects market value as of the county's last reassessment date, not today's date. That means a current-market appraisal is not always the right fit; the appraisal may need to be tied to the reassessment effective date that applies to your assessment. We can develop a retrospective valuation tied to the correct date when appropriate.
Before the appraisal is ordered, the intended use, intended users, effective date, value definition, and scope should be clarified and matched to what your county assessor or appeal board requires. Confirming these details in advance helps ensure the report is useful as appeal evidence.
Gathering a few items in advance helps us prepare an accurate quote and a smoother appraisal. Not every item is required, and requirements vary by assignment, share what you have and we will confirm what else may help. Please do not upload sensitive financial records through the website quote form; share those with us directly only if and when needed.
Every assignment is a little different, but a typical tax appeal appraisal follows these steps:
South Carolina's property tax appeal framework is set by state law (S.C. Code §§ 12-60-2510 through 12-60-2530) and administered by each county assessor. The general process is:
Deadlines and submission methods vary by county. Many counties require an original signature and do not accept objections by email, fax, or online portal, and an informal review does not extend a formal deadline. Confirm the current deadline, accepted filing method, and any obligation to pay taxes when due with your county assessor and the notice you received. For Charleston County, the Assessor's Office publishes current reassessment and objection information. If your property is in another county, contact that county's assessor for the deadlines and forms that apply to you.
This summary reflects South Carolina's general state-law framework at the time of writing. Verify your current deadline and submission requirements with your county assessor's office and the notice you received before relying on any date.
Fees and timelines are not one-size-fits-all. They depend on the property type and complexity, the location, the applicable reassessment date, and the availability of comparable sales data. Because appeal deadlines are strict and ordering an appraisal does not extend any filing deadline, confirm your objection and evidence deadlines with your county assessor before ordering. After a brief conversation about the assignment, we provide a written fee and expected turnaround so you can weigh the cost against the potential benefit before committing.
